Question for those who have opened 2015 Bowman's Best

I opened two packs at my local shop yesterday and the second pack contained just one card. A Rafael Devers High Def Refractor, pretty thick card but is that normal for these type of cards to be the only card in the pack? I kinda felt that I got screwed so I stopped there and didn't open any more packs. The owner hadn't seen that before, has anyone else?

One pack per mini box has a high def. in my case it was either the first or last pack in each mini box.
