That does look like Randy Myers. His auto tends to be somewhat scarce as I understand he has not signed for a while and fairly easily reproduced due to the simplicity of it. A lot of the Myers autos I have seen (whether they are real or not) are dated.
Randy Myers has been signing a little more frequently in Cincinnati at the request of Rob Dibble. He's been part of a couple 'Nasty Boys' promotions here in Cincy the past two years at Reds games and a local memorabilia shop. His auto is kinda pricey at $200 per.
As for the C , that might have been a practice ball used at a ball park or pitching machine in the tunnel at old Riverfront Stadium.
