Below are the Top 20 Toughest 90s Pulls, based on stated pull odds.

What I mean by stated is these are pull odds that were either printed on the packs or hobby boxes. I gathered most of this info from baseballcardpedia.com. So while I'd agree that a pull like a 1999 Fleer Tradition Starting Nine should be on the list, the pull odds were never made public, so we don't really know. I also left out 1/1s, because there really are no stated print runs for 1/1s in the 90s (except for apparently 1997 Flair Showcase Masterpieces at 1:3,000). I also left out cards where only 1 player could be pulled. These cards were: 1997 Flair Showcase Alex Rodriguez Emerald Exchange 1:64,800, 1999 Bowman's Best Rookie of the Year Ben Grieve 1:1239, 1997 Topps Willie Mays Reprint Autos 1:2,440, 1998 Topps Roberto Clemente Memorabilia Madness 1:3,708, 1999 Topps Nolan Ryan Autos 1:4,250 and 1999 Upper Deck Babe Ruth 500 HR Piece of History 1:15,000 (no stated print runs on the other 90s 500 HR Pieces of History). And I did not consider the 1998 Pinnacle Press Plates 1:1,250 because they fall into 1/1 territory.

Now that that is all out of the way, here are the toughest pulls of the 90s...who says it's all junk wax.

In conclusion:

If you're looking to pull your favorite player from a pack of 1998 Bowman Chrome the odds of it being a Golden Anniversary Refractor are 1:281,380 packs or 1:11,724 hobby boxes.

Where would the 1999 Fleer Tradition Starting 9 fall on the list?

I would probably put it ranked around #16 for 'By Any Player', but it might be fighting for the #1 spot with 1998 Bowman Chrome Golden Anniversary 'For Specific Player'. Reason being is because 1999 Fleer Tradition is a 600 card single series set. 1998 Bowman Chrome has 441 cards but they are broken into two series. So if you were looking to pull a specific player with 1998 Bowman Chrome you can make it "easier" by going after the series the player is in meaning cutting it to 220 cards (that's still a 1: 281,380 pack odd though). HOWEVER, a set # to 9 is theoretically easier to pull than a set # to 5. So it's really hard to tell, which set would win out.

If I remember correctly this card was 1-24000.

I'm aware of that card, but do you have any info that states the 1:2,400 odds? Baseballcardpedia doesn't list the stated odds for the co-signers. Perhaps it's on a pack of 1999 Stadium Club or the hobby box. Happy to add it to the list if you have proof (even if its vague) of the 1:2,400 state pull odds.

I will have to find an old December 1999 Beckett price guide. It has the stated odds as a group A. Anyone have one handy?
It was 1-24,000. not 2,400.

1996 Ultra Thunderclap Gold Medallion probably deserves Honorable Mention. (20) 1:720=14,400.

Great catch! I forgot there were 20 players in the set. That actually made the 1996 Ultra Thunderclap Gold Medallion break the Top 20 By Specific Player at #19.

Thanks for digging this up! Wow that is an extremely tough pull, making it #1 on the toughest stated pull by any player and #2 toughest stated pull by specific player.
