Apparently, if you sell an autographed collectible (like cards, I presume) in the state of California, you must present a COA, including the source's name and address, and keep it on file for seven years. The article says something about ebay sales being exempt, but I took a quick look at the bill's text and fell asleep under the spell of legalese. I wonder what impact, if any, this might have on the hobby. Will Jimmy Chromie or Sally Waxpack comply? Do they even know?

Like with a lot of obscure laws, most people probably don't know until they get in trouble over it.

Not that it really matters, but can anyone figure out why the statute bothers to define "mint condition"? The definition seems completely unrelated to the bill.

Anyone read the proposed federal law? Listing non 1/1's as eBay 1/1's is punishable by death? A little extreme but I think collectors would be OK with it
