$2.5 for Muller? Do 2nd round picks generally sign for that much?

I must admit I am rather new to the drafting scene and the prices of the contracts they sign for, as 2015 was the first year I actually paid a lot of attention to a draft. I'm also curious how the money slots work. Are teams only allowed to spend the total sum of what their draft slots are worth? Are teams given this money to spend or is it out of pocket? Like I said, I'm a newbie so sorry if these come out as ignorant rookie questions.

Wow, so the #24 pick signs for $1 million but the the 40th pick (Wentz) gets $3 million. Hopefully Wentz pans out.

I heard that the reason Ian Anderson hasn't signed is because he has to wait until the 23rd (or something around there) to graduate before he can.

BTW, I have it on good authority the sell sheets for Bowman Draft will be out this week.
