Today I received an email from ebay giving me $10 to list an auction, and then another $10 if the item sells. The offer seems to be geared at getting ebay'ers who've ever sold something to list stuff again.

Same here. I just listed a few things yesterday but I see you have to 'activate' the offer.
I wonder if this could be a scam. The recent ebay hack has me paranoid. When you click on the "Activate Now" link in the email you're taken to an ebay login screen that looks okay. The URL starts with "https" so it should be legit, right?

Just used my $20 ebay apology coupon. This thing has been listed [too high] at $199 for the longest time. I've actually been tempted a few times to hit the BIN a few times. (It's worth it to overpay because I wasnt sure when the next time this card would pop up.) When I saw I had a $20 coupon, I figured it would take some of the sting out, so I decided to buy it today. When I got there, I saw the seller dropped the price. With the coupon, I spent (about) what it would go for in auction.
