it appears so. I guess they put Mantle back in retirement.

What I don't understand is why there is a card number 2.

I have always believed retiring the number 7 is rather stupid, as is including a card of him in the base set.

Ditto. It's a goofy move. It's not like ever gave him card #7 during his playing days.
