He really fell apart fast this year.That's a shame, was a good reliever for several years prior.I didn't even know trades like that could be made.When is this international draft?Any promising prospects in it or just duds?

The idea for an international draft was voted down by MLB. However, the period to sign international FA's begins on July 2nd each year.
