Hey Mike,
The 1999 All Star cards were given out during the 1999 All Star fanfest in Boston. Once thought to be rare, an ebay seller saturated the market by releasing hundreds of them in lots. You can find them around now quite frequently. Here is an auction that ended last week with one bid at $0.99.

The 1996 Upper Deck jumbo comes from this set,
You can pick up the set cheap on ebay. Here is one that ended last week for $2.49.
