To sign up you have to also send people gifts, it's not just something where you simply receive gifts for your birthday. It's a give take thing

Yes it is in DEC.
Dom and George handle this thing.
Basically you sign -up and agree to send stuff to the 2 victims you are assigned, then you should received 2 packages from 2 others in the group, in the same manor. Each person is randomly assigned 2 people to send to through out the year. It is a great thing to those that par-take in it. So watch for it at the end of this year if you want to get in it.
