Why are there redemption & actual autos

Why are there redemption autos and the same cards actually in products?
Just noticed it with topps museum does it mean the redemptions are the lowered print runs?

Or the conspiracy nut in me thinks that at times they crank the print run higher than the stated odds so they generate 'redemptions' they are never going to fill just to plug the gap. Although if they actually were doing this we would have all sorts of unredeemable redemptions being replaced with other crap..... oh wait...

Yes, in fact, if Topps decided to originally make 1000 copies of a card, they could increase production to meet demand, and make another 500 cards at a later date.

That's why I think serial numbers are important, and that "sp" cards are BS.
