Yeah that's one of the "red herring" cards from last year's Allen and Ginter Code set. The clover on the front matched clovers on parallels of the base set. The picture on the back translated to a number-the numbers 1-30 were represented by different pictograms (I honestly forget which one this is).
They only came one to a case, and people freaked out thinking they needed these to solve the code. Total Red Herring. We wrote about it here:

Looks like one of those Ginter Code cards, but I don't know much about them.
