From MLBTR:

Baseball’s first Competitive Balance Lottery takes place today, when small-market and low-revenue teams will have the chance to win extra selections in next year’s amateur draft. The ten smallest-market teams and ten lowest-revenue teams will have the chance to win extra selections in 2013, Jonathan Mayo of MLB.com reports. There’s overlap between small-market teams and low-revenue teams, so there are 13 clubs involved in the first-round lottery: the Diamondbacks, Orioles, Indians, Royals, Athletics, Pirates, Padres, Rays, Reds, Rockies, Marlins, Brewers and Cardinals. The first six selections will be made between the first and second rounds of next year’s draft. A second group of six picks will be available to the teams from the first group that didn’t get an early pick, plus the Tigers. The second group of selections will be made after the second round of the draft.

7 of the 13 teams in the lottery have a winning record, one the reigning World Series Champions.

Miami and St. Louis both boast a top 10 payroll in the MLB.

The Tigers will be added to the second batch of picks.

The picks can be traded - only during the regular season (no Winter Meetings, etc.)

Uh...no. If your team sucks, you'll get top picks anyways. Why should you be rewarded with more?

That's how I kind of feel about it as well. Especially considering half the teams that are in this pool are already pretty good.

Well, also another problem is I can't see some of these clubs being too small of a market. Your major market clubs at the dodgers, Yankees, and Boston. Everything else is small compared to that. So IMO, how big their market is shouldn't mean jack.

Competitive balance, or lack thereof, isn't causing baseball's popularity to wane.

If anything, MLB contracting a couple teams would probably bring more competitive balance and also do the most to raise the level of play for all teams.

Here were the results of the lottery:

Round A (after Round 1)
1. Royals
2. Pirates

4. Orioles
5. Reds
6. Marlins

Round B (after Round 2)
1. Padres
2. Indians
3. Rockies
4. Athletics
5. Brewers
6. Tigers

I wish the Rays had won a pick. :(

The Cardinals missed out as well.

One of the results could be that these teams don't have to trade potential free agents for prospects as often and can afford to hold on to a couple of high priced players knowing they have more depth in the system (assuming they pick wisely and catch some luck) and have help on the way to make a run.
