Help identifying a card

Have no clue what this is. It isn't mine, so this is the only pic I have. Anyone have an idea? Any help is greatly appreciated!

It is approximately 3x5.

I think I can help. There was a hobby newspaper in the 1970's called The Sport Hobbyist, and I believe this is a promo card from one of their issues.
