The new draft compensation and "Competitive Balance" systems still sucks in the MLB

After the Brewers signed Kyle Loshe to become more "competitive", the systems rewards them with reduced reward. It's still one of the dumbest systems out there.

This blog really crystalized it for me, regarding Milwaukee: Brewers to have third-lowest draft bonus pool in MLB | Disciples of Uecker

In essence, the "balance" that was brought to the large/small market landscape tends to punish a "poorer" team like Milwaukee for trying the hardest to put a decent team on the field.

I don't get it...

The two teams who will be allowed to spend less are LAA and Washington, not poor or small market.

The money lost was a value placed to that draft spot, if they don't pick there why should they be able to spend the money? The Cardinals receive the pick and would need a higher adjusted amount to properly pay the draftee.

For the record the system is flawed but not sure how draft money negative affects the team. If they had more to spend for less picks they could offer higher draft bonuses when compared to other teams, not sure how that would be fair?
