They look like mid to late 60's Topps photos. But other than that... I'm stumped.

Nothing at all. I'm not crazy thinking they are Topps photos, am I?

Nope. Just a little thinner than card stock. They have been in storage for 35+ years. The only story I've heard of them is they might be some test issue that was in 67 Topps Hi# racks. I really have no clue.
