Does Leaf consign their printing plates to dealers?

not trying to start a hate thread, genuinely curious as to how this guy has this many Leaf plates.....spread across a few releases no less......

Some people are just lucky....I get all base cards when I open packs, obviously this guy get mostly printing plates. Them's the odds!

That looks like a whole bunch of "leaf bucks" purchases from the leaf store at the national to me.
