I haven't done TTM in years, but I'd assume something like 2-2.5 weeks from now or so. That'd get them there right around when players start reporting but before they have games.

During the week of February 10-14 should be good. I rarely send out any after March 1.

Also what Braves are good at signing and is Chris Parmelee a good signer?

Parmelee has an excellent signing percentage.
Braves as a team sign well, but don't have time to look up individuals.
