I think the Topps employee was a Maddux/Cubs/Braves hater and that the inscription actually reads, "2L," or "tool."
In all seriousness, it was probably written on the top sheet of a stack of uncut cards as some form of label for the pallet of sheets...I'm sure it had some meaning on the production floor.

What's really weird, is Maddux's autograph when rushed looks like "L2" which is backwards of your 21 which looks like 2L.
The G looks like an L and the M looks like a 2.

Yeah, just a mark made during production that slipped into packing.

Pack pulled this Manny GU with a hand written number on the bat chip. Most likely an inventory number that was put in backwards during production of the card ....
