If Rollins was Plan B, wouldn't Lesnar be Plan C?

Randy Orton and Kane are plan A, which is why he put them in the Fatal Four way championship watch with Cena and Reigns
Lesnar, not Rollins and his briefcase, is plan B once Cena overcomes the odds

Cena retains at Battleground. Cena vs. Lesnar at Summer Slam for the title. I would imagine that Lesnar would then win the title over Cena.

He already did align with Authority somewhat, during his run before beating Taker.
HHH introduced him and as he walked down the ramp, he gets to HHH, stops, smirks and shakes his hand then gets in the ring.
It's basically HHH aligning with anyone who can further Authority's goals; even if said person broke HHH's arm twice lol
HHH said he has a plan B for Battleground in case Orton and Kane don't get the job done.
Most people think it's Rollins because he has the briefcase and is HHH's new project.
Lesnar is going to be his Plan B, as seen by the leaked Summerslam poster
