I bought three cards from this seller, and they have not been received in the mail yet.

Yes, i would. If he just missed a payment on his ebay fees you can just close the case.

I would contact the seller first. I would assume it is just not paying eBay fees since it is the beginning of the month.

File a dispute. If he's in trouble with both Ebay and Paypal you will instantly get a message prompting to escalate it to a claim.
