They should not be suspended but banned from baseball right now and for ever.

So are they going to ban the entire league from 1995-2008? And wipe out the sport all together? It's not cheating if everyone else is doing it and it's not illegal at that time. It happens in all walks of life - you do what you have to do to compete and stay afloat. If everyone else is doing something to enhance their productivity, you sure as heck better also be, or you'll become ineffective, inefficient, and expendable.
