Were these Letter Patches Actually Worn ? 09 Topps AS GAME

Got this 1/1 in the mail today.
On the back it says they are from the workout jersey from the workout day for the 08 All Star Game. These aren't manufactured were they ? Or are they considered Practice Used??

Each player is issued two workout jerseys. They wear them during the workout and during the home run derby. They aren't manufactured, but they aren't exactly "game used."
