Nope, 10 will be a rarity unless something changes drastically. There's just too much pressure on managers to micro-manage practically every pitch for optimal matchups, get the closer's their save opportunities to meet their contractual incentives, set-up men their hold opportunites, and keep IP down to keep critics from saying he's overworking starters. In general, it seems there's just too much information out there and not enough "try to hit this."

Good thing Joe Torre wasn't Fernando's manager. He might've ended up with only two. The wear & tear on L.A.'s bullpen is started to stress me out a little.

I don't think we will ever see 20 CG in a season again. The most recent "close call" was 15 by Curt Schilling in 1998. These are the only active pitchers who have at least 20 complete games IN THEIR CAREER:

In case you are wondering, Greg Maddux had 109 complete games in his career.

The game has certainly changed a ton in just 30 years. Check out the 1980 Oakland A's. This team finished 83-79 and pretty much defined mediocrity. Yet, they had NINETY-FOUR complete games.

Even their fifth starter (20-game loser Brian Kingman) had double-digit complete games.

The immortal Rick Langford started 33 games that year and threw complete games in 28 of them!

It really is amazing to see how quickly the role of the starting pitcher has changed. Just a little fyi

1978 Royals Pitchers had 53 Complete Games
Between 2000-2008 Royals pitchers had a combined 51 CG's

Dennis Leonard threw 20 CG games twice
Between 05-09 the Royals tossed 19
The most the Royals have thrown in the last 10 years is 12 in 2002 (which ranked 1st in the AL) Paul Byrd threw 7 of those which it wasn't until 2009 till another Royals pitcher threw 5 or more (Greinke)

No player in the MLB has thrown 10 or more CG in the 2000's (Randy Johnson was the last to in 1999)
