they can take the bat, especially if it hasn't been broken

Wow i didn't know that,That was the first time i seen a usher go and take a bat like that,Usally they will trade the bat for another 1 and they usally ask.

But that usher came from behind him and took it without even asking.

I thought was kinda rude.

if they take it and dont give it back to the bat boy, i believe theyre just holding it for the person until the end of that game (because for some reason they dont want someone in the stands with a bat). The weird thing is, the usher just took it, not saying anything really, so it makes me wonder....

The player might also want that specific bat to hit with, because he might think it's a good luck bat or if he got a bunch of hits with it. In this case, the player will usually give up another bat in exchange or agree to some kind of trade.

Every park has different policies but they can come in and take it away at anytime
(public safety would be my guess). Also if it is not broken the player may want it back.
I think it depends on the park as well.

The bat is property of the team, just like balls. While tradition says balls stay with the person who caught them, I suppose legally a team might be able to wrest them away (see the Red Sox debacle from a couple years ago). Bats are more specific to a player, and most hitters are serious about their bats. If they let one fly, it will usually be retrieved and the fan given another bat in exchange. But the fan has no ultimate right to the bat. As for the usher, I know Chicago is always right up there at the top of "politest cities" lists, I guess this guy didn't get the memo that he's there to help the team's customers.
