The cards in question are in the bottom row and are an unlicensed blank back Broder Type set produced in 1992 by John McLean. (Not the same guy that took down Han's and his crew)
Someone must have gone to the craft store and picked up a stamp that could stamp "Test Proof" on the back. I think it's kind of like the guy in Venezuela that stamps "Venuezuelan" on the back of Panini stickers and tries to pass them off as Venezuelan Panini.
