These are both 1997's and have differant fronts and i'm not sure which is a base or insert.

Both are base, the Karros just missed some print since it is missing the "gallery".

The base came in a variety of different style frames. Only parallel was the the "Artist's Proof" cards with the silver seal on front.

So does this mean that there are various borders for the same card?

No. Any individual player only came in one border design, but there are like 4 or so different border designs across the base cards. Here's some other styles from the first two posted:

I knew there were various border styles among the set, but looking at your Graces, I thought maybe there were various border styles for the same player.
Do all PPIs (Player's Private Issues) have the same style border as your Grace?
