Are contest hosts permitted to charge a nominal entry fee?

After reading through the entire TOS and FAQ, I cannot find a definitive answer to this question.

I have a few ideas for a contest, but would like have a nominal buy-in for folks to play ($2 or $3 via Paypal). If permitted, how well received do you think this would go over?

Of course, any gambling aspect would be eliminated by making the contest 100% skill related, with no random elements.

Anyway, just a thought...

Just my opinion but I think that charging for a contest kinda takes away from the whole giveaway concept. And allowing one to do so would just open up the floodgates of people trying to make a quick buck.
