What stops an eBay buyer from...

Chances are this is a stupid question, but because eBay is soooo on the buyer's side, I was just wondering, what stops a buyer from simply claiming that he/she didnt receive an item? If I buy the shipping label from eBay, does it have tracking in it? Also, would you guys suggest DC? What about a buyer claiming that their card (or any item) wasn't in the bubble mailer when they received it?

All of that happens all of the time. Always use a DC on anything over about $10, or whatever you don't mind losing.
I always use insurance over about $50. An Ebay sticker only has tracking if you pay for it.

It's called honesty and integrity, unfortunately, not everyone has it.

I ship EVERYTHING with DC. Not just ebay, here too.

simple, my shipping fee has DC figured in, the seller will pay for dc on anything I sell and that will be proof enough
for paypal.
