Well, the cashout is one of several options I listed in the previous comment. You could buy cards on COMC with your Store Credit, or you can submit more cards to the website.

That's pretty much correct; you'd be charged the $0.25/card S&H fee to have the cards mailed back - this helps cover the retrieval and packaging of your cards, to prepare them for shipping.

Hi, Moe here...We know our fee structure seems a little daunting when you first see it, but it's not that bad, really.
When you use our basic, 1-month service, we charge $0.25/card as a processing fee - that includes scanning, identification, everything necessary to get the card on the website...
There's no minimum of cards to send in, but you'll see that we do have a minimum fee we charge per transaction.
For example, on the one month processing service, it's $0.25/card, but it's also a $5 minimum - which works out to 20 cards. You can send in fewer cards, but you'll still get charged...
