The issue they're claiming is that because what is in it causes the top flaps to bend over, so it makes the box about a half-inch taller than it normally is. A new box won't fix that issue. Let me try taking it to a different PO to see if that works.
Bill Menard - okay guys, so good news is that the box is packed and ready to go. Bad news is that my PO decided to reject me in shipping it as a flat rate box because "the box has been altered," due to the amount of stuff in.

It's not terribly uncommon to get a different card. I think some players (especially bigger name players) probably have a stack of signed cards and when requests come in they, or someone, just puts in one of the already signed cards in place of what's been sent.
As for signing the index card...
More than likely just that, a stadium give away set. I have a set of the Boston Bruins for a couple years ago that has different foil than the regular base set. It's pretty common for teams to do a stadium give away set like this.
