Yeah, this ruling isn't "they didn't do it."
It's "there weren't enough facts to issue this suspension."
To think it wasn't being done intentionally is foolish, but that's not the way things work in the real world. You have to prove it happened - not that it didn't.
In a professional sport where integrity is already near "nil" - that organization really stands out.
