Graded card tampering

Is it easy to open a PSA graded card case, replace with a lesser condition card and reseal it without the obvious cracks in the seal or case? I recently purchased a PSA 10 Pujols card from a well known ebayer and the seal appears to be loose on inside case around the top & bottom of card's edges but not on the case edges. In hand, it looks like it has bubbled inside the case. Here is the item #143001359760.

Case looks fine to me. There's a little bit of whitening on the right but if it was tampered with, the majority of the case would look like that.

There was a post (can’t remember where) about people selling counterfeit Mantles in PSA cases with legit serial numbers on Craigslist, I believe in Florida (of course Florida). I think they were legit PSA cases too. I’ll see if I can find it and post a link
