My scale says 1.4 oz for the 1st one and 4 oz for the 2nd one.

For anytime you need, I'm pretty sure anything under 6 OZ is the same price...

Nope the first 3 oz are the same price. They are 1.69 thru PayPal the it goes up from there with 6 oz being about 2.08 Or something like that

YEP, PT's got it right. It's anything up to 3 OZ that's the same price.
And you can still use PP shipping by hitting the "Create New Label" tab and manually entering the info...
