Rangers have a great system, but they're probably not the best team to prospect, financially. I'd probably lean towards the bigger markets like New York and Boston.

Based off BA you're right in terms of talent, maybe not so much in terms of price and ROI.

No way to make the general statement "best team to prospect." Teams like the Yanks and Boston offer more potential for the same quality player, but the buy-in price is higher. Teams like Texas have a great farm system but a very poor track record developing prospects, and a much smaller market.

There are way too many factors.

Right now though I would say that the Yanks are for the most part not a great choice. The buy-in price is high, and with the win-now attitude, I can see them trading off some of their prospects for more established guys. JMO though.
