While I don't disagree with the second portion of your statement, how in the hell can this be classified as a horrible signing? Worst case scenario, he doesn't do a damn thing. So they're out, what, $100k? Best case, he regains #4 form and manages 150 innings of 100 ERA+ pitching for the league minimum. Plus, he's worked quite well with Arnsberg in the past.

I'd argue that any reclamation project is a good signing as long as it's not blocking a prospect, which in Toronto's case it's not.

2009 is a weird year for the Jays. They had the best pitching staff in baseball last year and have lost Burnett and Marcum (TJ surgery). So while guys like Cecil and R. Romero develop and McGowan rehabs for a return in May, they need all the help they can get. I'd put the odds of Clement sticking at about 2% but there's absolutely no reason not to give it a shot.

solid signing if he can back to what he was prior to his injury I think hell do fine. Obviously he isnt the replacement for Burnett but he wont hurt.
