I know its a little to late for some but atleast they are thinking of the sellers side for a change,

Starting in August, if the buyer doesn't contact you before opening a Buyer Protection case and you act quickly to resolve it, the case won't be included in your performance rating.

Before I would ever consider selling on ebay again, they would have to bring back buyer ratings, and limit there spending for poor ratings just like they do with sellers when they get dinged. Silly or not, feedback for buyers kept the field much more level than now. Also give them DBR's like...

1. Payment - 1 = non payer / 5 = quick/instant payer
2. Communication - 1 = horrible / 5 = non issue or great communication
3. Overall Transaction - 1 = Block this bidder / 5 = great transaction

Practicle? Probablly not, ever going to happen? Nope....

I'm skeptical until I see the full details. Right now, I'm thinking "act quickly to resolve it" means "issue a full refund within 24 hours".
