99 cent win, 52 count lot with some mid-to-later 90s Jefferies that i wanted.
Seller never shipped. i "won" the PayPal case today.

Seller started in September and has a feedback rating of (8) without any negatives

would you throw them under the bus?

Nah, I'd leave a positive and let the next guy take the fall too..... of course you give him a neg., he deserves it.

since the seller didn't ship it out to you, you gotta let the other potential buyers know what type of seller he/she is....

Negative. $.99 or $99, the seller failed to deliver and deserves such.

I had this situation pop up a couple of weeks ago, a new seller sold a bunch of auctions and they all ended way below what i think he wanted. His rating was 2 and i hit him with a neg. next thing i know, 5 more negs pop up and he's NARU'd.

So yes, kill his rating...
