How does someone retract a negative on Ebay?

Hi-

I sent out a 0.01 card and paid shipping, and the postage must have fallen off, because the buyer said he was forced to pay the shipping to get the card. He left a negative. However I refunded the money and he offered to retract the negative. Anybody know if this is possible?
