I believe it has something to do with the Athletic Commission not allowing it to be a title fight. Not exactly sure if that's it but I don't think the individual organization can make the decision. It is crap though as it seems like a pretty easy way to survive a fight that maybe you didn't train hard enough for or something and still maintain your belt.
