It looks like Topps has corrected their release.
It's not "Topps Chrome" it's "Topps Finest"...

So, the new Topps Chrome release is for OTE Basketball.
It’s a non licensed set of high level recruits that are skipping college to practice at a camp pre-Draft.
Same guys are also available in Topps Now cards.
