Who is the mysterious man attending all the games?

I always see this man who is currently at the Cleveland/Orlando game attending other NBA games. He wears abstract cowboy like outfits. Today, it is purple and yellow and the familiar hat. I read an article about him on an airplane, but I have forgotten who this man is. Something like Levi or Levy I believe, and apparently many NBA players and staff recognize him. Who is this man?
