I honestly don't know. The Elway I have is definitely not a base card. The entire clear part is gold colored (still see through), not clear acetate like normal base cards.

Although not officially recognized, I'd agree, after having one in hand there's little chance that this could be an aftermarket effect or printing error, IMO. Several sources have now popped up for these as well. Checklist now appears to be up to the following:

Went to my friends warehouse today to chit chat. He's the one you guys have bought some of the non-die cut refractors etc from. I didn't know the whole story until today so here is a lil' background. The guy from S&G Chromium (as you can see mentioned in one of the pics) is one of the "founders" of the chrome/refractor technology. He had some inventory of items that my friend bought out. Some of the items I saw today were kinda neat. He has 2 different sheets from 1998 Bowman Chrome Series 1 Golden Ann Refractors (were to be /5), a sheet of 1993 Topps Finest Refractors (fronts only) , some cool basketball stuff etc etc. The sheets aren't being cut down, they are being sold to a collector of uncut sheets. Also he didn't have it there, but I asked him to show it to me next time, but some of the 1993 Finest items that were used in their pitch and sampling to Topps. I guess it has images etc of the Nolan, Alomar and Mattingly that became the Promos that were made. Kinda neat history as the technology esp refractors had a big impact on the hobby. It was also relayed that S&G (who were previously using this technology for signs/advertising) approached Upper Deck first but were told they weren't interested. Anyway I thought some of ya' may be interested in it. As you can see pictured are some 1996 Topps Chrome 1/4 sheets he gave me because of the Clark on them. One is base and one refractor. I thought they were interesting (and maybe it means nothing, or maybe it was something Topps was considering), but on the border, the text reads Topps Ultimate Baseball. I wonder if that was almost the name they went with instead of Chrome.

***Forgot to add, for those who have seen the "see through" 1993 Finest fronts and/or backs, I can tell you that they did exist from the printer as well. Not that those on the market couldn't have been created with the water trick some have talked about, but I can tell you I saw a 1993 Finest Front sheet that was see through.

Found this guy in a book of cards from when I was 12... Any idea of its value I can't find any of them anywhere

No, there's not enough market info to say for sure. Not just because they are rare, but because your market is only those who really understand how rare they are. I'm guessing many collectors have no idea.

Those Thomas items are sweet. Being that the eBay item is 1/500, I'm sure only a small % was actually made. I hate they would hand number that though, they shoulda engraved that too. Regardless cool stuff.
