Need help please on 2021 Topps Allen & Ginter Chrome

Why is it that 98% of these cards listed say refractor? I have bought 2 and neither are a refractor. They are CHROME just because they are shinny around the player's picture does constitute the card is a refractor. the whole card would refract.
Am I wrong? This is a mini listed as a refractor.

I thought all the mini cards are refractors. At least from watching a few breaks they have been.
