Ripken / 90's / Pacific Collectors - Need Help

My buddy recently acquired this Ripken 1998 Cramers Choice and I couldn't find any info on it that matched up. His is numbered /40. Only one close is the '99 Dark blue that is /35. Here are some scans to help out.

And to help you out, that is a 1998 Pacific Invincible Cramer's Choice Dark Blue /80. I am thinking that it is an error in numbering.
