You forgot to mention he only has 450 PAs too and he's a 21 year old rookie. If you take out April when he was getting his feet wet at the same age most guys are getting drafted then he's .282/.337/.516/.853 with 20 HRs, 55 Rs, 58 RBIs, and 14 SBs in 347 PAs for the year. That's .282/.337/.516, 40 HRs, 110 Rs, 116 RBIs, and 28 steals over a full season all coupled with solid defense. He'll walk away with the AL RoY easily and if he weren't a rookie a year like this would get him a top 5 MVP finish most likely.

You do not pay someone on expectations. If he should-a-could-a. It happens a lot and teams get BURNED! Look at the Padres. If a player is going to make 470 million. The year he signs a contract like that he had better already won the triple crown and The MVP, with numbers
like BA of .390 or better 81 homers and 196 or better RBI's and 155 SB's with an OPS of 2.12. That contract is already a big joke. I am sure Julio Rodriguez is a nice young man Brett Phillips is a nice young man but he SUCKS AT BASEBALL

Baseball teams absolutely pay on expectations. You can either pay less long term based on expectations and gamble a little or pay more when they exceed them and you have to try to match the free agent market. The Tatis contract structure is stupid. Most of these contracts signed by young players aren't like that though and neither is the Rodriguez deal. If he performs he gets paid better.

There are 13 guys in all of baseball hitting .300 or better so expecting an average well over .300 for $17 million a year is unreasonable in the current environment.

Brett Phillips? I'm not sure what he has to do with this but okay.
