I obviously have no way to know whether Pedro was a 'Roid guy. I will mention that unlike guys like Bonds, McGwire etc. his career trajectory (break-out season at 25, legendary 1999 season at 27, last really good season at age 33 don't give any reason for concern.)

The way I look at it regardless, steroids were available to both pitchers and hitters in that era, and hitting numbers went through the roof. Whatever advantage there may have been (whether it was hitters using roids and not pitchers, or both using but the affects benefiting hitters more) it was an era where low ERA's were basically nonexistent.
