What should I do in this ebay situation?

Putting no refunds in your listing does nothing. People know the rules of Paypal. Paypal will side with buyer 99.9% of the time.

Exactly...just like putting "not responsible for uninsured/lost mail." It does not matter. If a buyer is not happy, they will most likely win any case filed with Paypal...

This is exactly why I have in my listings that I accept returns. I'd rather sound like a seller who's willing to work with you should there be a problem than one who has something to hide. I'm going to contact him about what the blemishes are that he's talking about. If I don't come to some sort of agreement (and one that I deem reasonable), then I will post his ID here.

This is why I don't sell on Ebay and don't have a Paypal account.

Tell the retard to take it up with Joe Orlando.
