25 man roster vs 40 msn roster

I'm confused what the difference between the 25 vs 40 man roster. When the rosters expand in September, do they have to take players from the 40 man roster. Or can a player remain in the minors, even though they are on the 40 man roster, if the team wants to call someone else up?

25 man rosters are the MLB maximum man rosters until Sept 1st. On Sept 1 and to the end of the season, the rosters expand to 40 men. A team can bring up as many or as few as they want up to the maximum 40 players.

If the team wants to bring up someone from the minors before September 1st, the team has to make 25 man roster room for the player and make 40 man roster room for the player if the player is not already on the 40 man roster.

If a team wants to bring up someone after September 1st and they are already on a 40 man roster, they can by just "recalling" the player. If the player is not on the 40 man roster, 40-man roster room has to be cleared to make room to add that player to the 40 man roster.
