seems that way to me too, but that's what BA's top 100 lists usually are to a certain extent.

Strasburg should not be number one and yes I am serious. He hasn't even thrown a pitch yet in pro baseball. Top 5 yes, but number one? Nah.

as a reliever, plus Feliz is likely going to stay as a reliever in the long run.

I agree with you on that one buddy, I'm surprised he's that low. I bet he's higher on the composite list. I'd have him at #3 behind Strasburg and Heyward myself.
